Known for its warm and lively atmosphere, the compact 17-square-meter space attracts a loyal gay clientele and operates as a vital community hub. However, ever since the summer, the bar\u2019s future has been uncertain: Wilfried Carbonell, who took over as manager in May 2025, has received a formal notice from Lyon\u2019s city hall. The notice demands compliance with outdoor space regulations, especially regarding the removal of high-top tables on the sidewalk.<\/p>\n<p>According to Carbonell, the order could mean the end for the establishment. \u201cWithout a usable terrace, there\u2019s no way the bar can survive,\u201d he warns.<\/p>\n<h2>\ud83c\udf89 EuroGames kickoff party triggers conflict<\/h2>\n<p>The tensions stem from the night of July 25, 2025, on the eve of the highly anticipated <a href=\"https:\/\/boutique-lgbtqia.fr\/la-ville-de-lyon-choisie-pour-accueillir-les-eurogames-en-2025\/\">EuroGames in Lyon<\/a>, an LGBT+ sports event co-organized with the city. That evening, a large crowd spontaneously gathered at XS Bar, far exceeding the expectations of the staff. City officials argue that the gathering led to noise disturbances and unauthorized placement of outdoor furniture beyond permitted limits.<\/p>\n<p>Carbonell says he was unprepared for the early arrival of EuroGames visitors and insists he had already secured permission for terrace usage the following day. \u201cIt\u2019s not my fault the crowd came early. We\u2019re Lyon\u2019s most famous gay bar,\u201d he defends. He also calls out an apparent contradiction: \u201cThe city proclaims &#8216;Lyon is proud,\u2019 yet doesn\u2019t back its LGBT-friendly businesses.\u201d<\/p>\n<h2>\u2696\ufe0f Stricter regulations threaten the bar&#8217;s business model<\/h2>\n<p>In response to the warning, Carbonell has taken several steps to comply: replacing high-top tables with standard tables and chairs, installing signage to limit noise, and even hiring a security guard. Still, he&#8217;s concerned these changes won\u2019t be enough. \u201cIf people can\u2019t stand outside and have a drink, I\u2019ll have to close,\u201d he says.<\/p>\n<p>It\u2019s worth noting that since March 2024, consuming drinks while standing on terraces has been officially banned across all of Lyon, with tightened enforcement beginning in January 2025.<\/p>\n<h2>\ud83c\udfdb\ufe0f Other businesses hit with similar sanctions<\/h2>\n<p>XS Bar is not alone. Caf\u00e9 203, another well-known spot located on Lyon\u2019s Presqu\u2019\u00eele, is facing comparable sanctions. Christophe C\u00e9dat, its manager, criticizes what he sees as a health-based crackdown by city authorities, hinting at selective enforcement. \u201cIt feels like political targeting. They\u2019re putting the financial survival of our businesses at risk,\u201d he says.<\/p>\n<p>The city denies these accusations. Urban planning deputy Valentin Lungenstrass maintains: \u201cOur actions are solely based on observed violations. The personal or political views of business owners play no part in how these matters are handled.\u201d<\/p>\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n<h2>\ud83e\uddfe Resident complaints sparked enforcement<\/h2>\n<p>According to city officials, action was triggered by complaints from local residents on Rue Claudia. In July, 68 individuals sent a joint letter to the 2nd district mayor\u2019s office, citing repeated disturbances caused by the XS Bar.<\/p>\n<p>During a municipal inspection on July 25, authorities documented territorial overreach on the sidewalk and non-compliant outdoor furnishings. These violations resulted in an initial warning from the prefecture in late August, followed by a formal notice from the city on September 19.<\/p>\n<h2>\ud83d\udcc6 Opportunity for discussion still open, says city hall<\/h2>\n<p>The city insists that the formal notice is part of a routine administrative procedure aimed at encouraging voluntary compliance. City officials emphasize that infractions related to exceptional events, such as the EuroGames, are viewed differently than ongoing violations.<\/p>\n<p>Nonetheless, a follow-up inspection on September 26 found that the bar\u2019s terrace entirely blocked pedestrian access.<\/p>\n<h2>\ud83d\ude1f Bar owner overwhelmed, hoping for resolution<\/h2>\n<p>As he awaits a scheduled meeting with city representatives, Wilfried Carbonell admits he\u2019s under immense stress. \u201cI can\u2019t sleep. This is my first venture \u2014 I really thought it would go differently,\u201d he reveals. Previously, Carbonell ran an LGBT dating site before entering the hospitality business.<\/p>\n<p>In support of the establishment, loyal patrons have launched an online petition.
