Bulgarian President Ratifies Law Banning “LGBT+ Propaganda” in Schools

Law Modeled After Hungarian and Russian Policies

On August 15, Bulgarian President Rumen Radev signed into law a controversial bill prohibiting “LGBT+ propaganda” in schools. Passed by the Bulgarian Parliament on August 7 with a large majority, this legislation mirrors similar laws enacted in Hungary and Russia. It specifically bans the promotion of “non-traditional sexual orientation” and any gender identity “different from biological” in educational institutions.

Widespread Protests Against the Law

The passing of this law has sparked significant opposition. Seventy Bulgarian non-governmental organizations (NGOs) urged President Radev to use his veto power to block the legislation. Additionally, a petition opposing the law gathered 6,000 signatures. Two protests, each attracting approximately 200 participants, have already been organized, with another demonstration scheduled in Sofia. Critics argue that the law violates European Union (EU) standards, as Bulgaria is a member state.

President Ignores Calls for Veto

By ratifying this law, President Radev, who is seen as being aligned with Moscow, ignored a request from the Council of Europe to veto the bill. The Council’s Commissioner for Human Rights expressed deep concern and called on Radev not to sign the law, urging Bulgarian authorities to combat discrimination and anti-LGBT+ rhetoric, especially in the lead-up to the elections.

Political Crisis in Bulgaria

This legislation comes during a time of political turmoil in Bulgaria. The country, struggling to form a stable government due to deep divisions, is set to hold its seventh parliamentary elections since 2021 this autumn, amid an ongoing election campaign.
